i'm not convinced it's actually possible to make offline friends outside of work or school. people keep repeating the same old "get a new hobby" type of advice but they're never drawing from personal experience and they give no indication that it actually works
Unironically, just talk to the homeless guy near your bus stop and take his quests. If he tells you there’s a horde of spirits threatening the city in the sewers, go down there and help him vanquish them. If another homeless guy stole his magical necromancer book, help him recover it.

You need to be regularly in proximity with the same people to build friendship. It’s a prerequisite.
What are your interests outside of work and school? Don't do hobbies just to meet friends, first find out what you actually like to do.
