Anime looks like that because it's easy to work into an animation pipeline while able to scale up to realism nicely, whereas western animation didn't care about the prospect of making it come close to realism, seeing "toon" and "realism" as uninterpolably separate.

Anime exists to be simple and neutral. Just get practiced in manga drawing and then try to draw stuff from western media you like, and you'll figure out what elements can blend in nicely.
