so what do you have to do to foster a great unification? first, you have to get people to stop glorifying crime and perceiving these groups as morally grey necessary evils that keep the peace but also deal in crime. then you'd need a strong military superpower, potentially multiple nations working in tandem with their combined military might to uproot these insurgents, which is not going to be easy, but it'd be a better use of wartime operations than whatever the fuck trump is doing in iran right about now.

i would convince them to abolish private ownership of the drug business. that whats causing all of this in mexico. the owners are fighting not the people.
Gangs and cartels are fundamentally economic entities. Gaps in the market allow for opportunists to intervene. Some suggest that if you legalised drugs, cartels would lose their power by competing sources of manufacture, which is theoretically sound. An interesting lore is that the Russian mafia came from Soviets deporting their criminals in New York, the same way MS-13 began in Los Angeles, and the criminals moved to El Salvador. Gangsters are pushed onto territories to antagonise people - the US worked with the Italian Mafia against ᴉuᴉlossnW after he banned them, for example. So, gangs are always a pest to host nations and are socially weaponised.
