Achieving a global communist utopia would involve the imperial core having to reduce consumption, as it cannot be universalized globally. This would feel like downward mobility for most people, even if it does not necessarily immiserate them. So, yes, Westoids are incentivized to be treatlerite scum because of their privileged position in the global political economy.

If you mean everyone driving a US style SUV, sure, impossible- but the bulk of what we do nowadays is non-rivalrous digital stuff. Everyone on earth could consume twice as many videogames as the average westerner at basically the stroke of a pen. If western consumption of material goods drops due to efficiency savings while consumption of immaterial/cultural stuff goes up, everyone is better off. There's no need to fetishise penury except a certain personality disorder or a certain failure of imagination.
