Pretty much everything we claim to know about Socrates comes from Plato. So at best, it's Plato claiming Socrates said that, if the quote is legit to begin with.

You would have to find the source material from the quote to deduce that from the context. However it would matter little to the people who use it because the original meaning matters less than pushing an agenda with a veneer of authority.

Men and women are different. They relate to each other and have different roles. If you reduce the man into a mech-suit, then women are superior because women are now both men and women but men are only men. Modern society is growing closer and closer to a mech-suit for women.

More generally, isn't it weird that the same argument can be made from opposite political vectors, with different underlying motivations?

Take the proposition:

<If women are given equality, women may surpass men.

That could be used to support at least two opposite arguments

Anti-equality argument:

<Precisely because women might surpass men, we shouldn't give them equality. It would displace men from their rightful position.

<Pro-equality argument: Precisely because women might surpass men, we should give them equality. Talent should be allowed to develop, regardless of sex.

You say it has nothing to do with the quote but it has everything to do with how the particular reader internalizes the quote upon reading it.
