I don't know if its "partisan." I'm unaware of any actual, real-world political parties that are in favor of statocratic democracy. That said, Heinlein didn't make it up and he's hardly the only one in favor of it. It's more like you're getting the one and only novel arguing in favor of an ideology that is held by a significant-but-minority faction of American military veterans in mid-20th century America, and also a few "libertarian" types (they're less in love with the idea of the government being run by the military and more in love with the idea of making people go through a largely arbitrary hazing ritual to get full citizenship rights). So its more like a look into the ideology of a few stodgy American WWII vets in mid-century America.

What is this jargon?
In Starship Troopers, you become a citizen after military service; compulsory national service is still in effect in many Liberal Democracies today. In ancient terms, you could call it a Timocracy, or a Spartan constitution. In this scene, military service isn't even compulsory however, since you can resolve to be a "civilian" instead.

You do know that becoming a citizen still requires all sorts of expenses and commitments in the West today, right? Some might argue that being as competent as naturalised citizens is a better threshold for who gets the benefits of nationality in the first place. We can see the birth right of civilians, but the excellence of citizens as even better. Of course, the military is only one possibility for designing such a test.
