The title of the paper is "Two parallel neural ectoderm progenitors contribute to the developing brain" and the abstract states "Hence, we postulate the brain is a composite organ emanating from two lineage-restricted progenitors", which not only implies the authors still think of the brain as a single organ, but that the hypothesis needs further study to be confirmed. As usual, science writers exaggerate the actual claims of the scientists.
