They were part of the empire but like an autonomous country. Its why slavery was still allowed there despite being outlawed in the rest of the empire. I think because it was more trouble to leave completely and it was easier to just keep the status quo. The 3 aren't like omnipotent gods that could like completely obliterate everything. Morrowind's soundtrack gives more of a sea-faring adventure in my mind, but that's probably because I'd play the American Colonization map on Warcraft 3 with the Morrowind soundtrack playing on that map.

last time i played through oblivion I did all the guilds and shivering isles before the main questline so I was way too OP for the mythic dawn losers. I also had to bail myself out with console commands in Camoran's Paradise because he never went into the portal like he was supposed to early in the game because I cast a custom frenzy spell on him and all his followers
