Nomenklatura is not a class though. They could not be distinguished as a class by their relation to the means of production, unlike bourgeoisie and proletariat. You can see the stark difference in the way class developed in russia after the fall of the ussr. Functionaries, while in a marginally better position in life than the average prole, were nowhere near as distinct in their appropriation of the mop towards themselves, as current bourgs in russia and the former east block. There was bribery and corruption sure, but that does not a class make
