That's Tetsuya Ishida, a Japanese painter who died possibly by suicide-by-train in 2005, not to be confused with Tatsuya Ishida, the author of the fascist webcomic Sinfest.

Tetsuya was known for depicting depression and overwork, and can be considered somewhat of an anti-capitalist artist who despised the culture of overwork in Japan.

Tetsuya might be based, Tatsuya is pure cringe.

I mean, I think I get what they're trying to do. They're trying to break out of the /pol/sphere with their comics and preach to the "normies." Can't go looking like a Wyatt Mann cartoon and reach a wide audience. Tatsuya is clearly super preachy as fuck. 75% of his comics are him just literally screaming:
