The supreme task of civilization today is finding a way to politically disengage or neutralise low openness personalities. Low openness + low neuroticism can perhaps be tolerated if they aren't paying attention / vote based on vibes like how well off they feel, backing/rejecting the incumbent. Low openness+ high neuroticism is pure /pol/. High openness+ low agreeableness is insufferable, but the only part of the rightoid coalition (usually libertarian) of any value because they can counter groupthink, but they must be taught to hate idiots more than bleeding hearts.

It's possible but would only account for the specific case rather than the general. (E.g. today even stupid Americans are generally somewhat tolerant of homosexuality, but much angrier about transgenderism because they've only learned "gay = okay" rather than the general principle.)

I would emphasize openness more than intelligence, although the two are correlated, which is more optimistic because personality is definitely malleable.
