well the problem with monarchy is it's basically a coin toss whether you get an intelligent/empathetic king, a cunning bloodthirsty psychopath, or a drooling inbred. At least popular government diversifies the role of the sovereign among many people, so that if a few of them are shitheads, it's balanced out by others being decent.
