Manhattan Project? Infiltrated. Hollywood? Infiltrated. British Foreign Office? Infiltrated. West German Chancellor's Office? Infiltrated. Your high school locker room? Heh you know it
What made Soviet intelligence so good at subverting and infiltrating every fucking organization on this planet?
I think for awhile they could recruit intelligent people who were also idealistic about communism which is international in scope. It wasn't just about money or whatever (and they didn't have any money). Bolsheviks were also by nature conspiratorial and believed in combining both "legal" and "illegal" methods for the pursuit of their aims which developed out of the conditions of pre-Soviet Russia. Their strategy was a kind of dual-power seeking where they'd target non-communist groups (which may not have been previously considered as vectors for political activity, like theatre groups or whatever) for infiltration and subversion. Cadres are basically like agents who get inside other groups and try to maneuver them in some kind of way rather than the Communist Party showing up and being like "we're here now!" That's more like after a coup d'etat led by communist infiltrated organizations including the military.

They infiltrated everything but still lost the war

at the beginning of the 20th century european powers already had centuries of experience spying on each other while the US did not and its intelligence agencies were underdeveloped

Hey Lois, remember that time the CIA ignored their whistleblower and got their covert comms uncovered by Iranians? Yeah, then they passed on their lists to Russia and China who then killed, like, hundreds of their agents. That was pretty sweet!

If the Soviet Union was not brought down by economic catastrophe or popular uprising, then another explanation must be sought. The evidence points towards a deliberate process of demolition, orchestrated by a faction within the Soviet elite that had given up on the system. Figures like Mikhail Gorbachev and his chief ideologue, Alexander Yakovlev, were not merely reformers; they were radicals who had concluded that the core tenets of Marxism-Leninism were obsolete. Their policies of glasnost (openness) and perestroika (restructuring) acted less as reforms and more as controlled demolitions, systematically removing the ideological and political pillars that held the state together. The crucial question is: were these men solely the authors of their own disillusionment, or were they being guided?

This is where the narrative deepens, moving from internal decay to external manipulation. The architect of this strategy may well have been James Jesus Angleton, the legendary and paranoid chief of CIA Counterintelligence. After the trauma of discovering high-level Soviet moles like Kim Philby, Angleton became obsessed with the idea of a "Monster Plot." His strategic genius lay in inverting this paranoia into an offensive weapon: if you could not find every Soviet agent, you could instead corrupt the source. The goal became not to defeat the USSR in a hot war, but to encourage a "reformist" faction that would dismantle the system from within.

To execute a plot of such sensitivity and scale, Angleton needed a cut-out—a deniable intermediary. The perfect instrument was Mossad. Israel shared the paramount strategic goal of dismantling the USSR, which would cripple its primary Arab clients and open the doors for Jewish emigration. Mossad had form, most famously in stealing and leaking Khrushchev's "Secret Speech" in 1956, a masterstroke of political warfare that shattered the unity of the global communist movement.

The key was finding the perfect asset on the ground. That man was Robert Maxwell—the Czechoslovak-born, British media mogul. His very public persona as a corrupt, egomaniacal businessman was the perfect "legend," or cover story. Declassified eulogies confirm his deep, secret work for Israeli intelligence. Shabtai Shavit, the then-head of Mossad, stated at his funeral, "He did things for the state of Israel that will remain forever secret… and he did them without asking anything in return." This was no mere friendly association; it was a professional tribute from one spymaster to his most valuable operative.

Maxwell’s mission was to infiltrate the Soviet elite and cultivate its most vulnerable members. His primary targets were Alexander Yakovlev and Mikhail Gorbachev. The connections are documented:

Maxwell’s Pergamon Press secured the lucrative rights to publish Gorbachev's book Perestroika in the West, making him the chief promoter of the Soviet leader's "new thinking."
He enjoyed unprecedented private access to both Gorbachev and Yakovlev, positioning himself as their trusted confidant and gateway to the West.
His role was not to issue orders, but to act as a handler—to validate, encourage, and amplify their most destructive impulses. He used his media empire to build them into global celebrities, shielding them from criticism and reinforcing their belief that the path of unilateral concession and radical deconstruction was the only moral and viable one. When hardliners in the Politburo or the KGB warned that glasnost was unleashing uncontrollable forces, Gorbachev and Yakovlev could turn to their friend "Robert," who assured them they were making history. They were—just not the history they imagined.

The final act of this drama was Maxwell's mysterious death in 1991, just months before the formal dissolution of the USSR. His mission was accomplished. He fell from his yacht, the Lady Ghislaine, in circumstances and timing that remain deeply suspicious. Perhaps it was a case of tying up loose ends. Or a man who knew too much. His funeral in Israel was not merely a businessman's farewell; it was a state-like event, attended by a who's who of the global intelligence community, a silent acknowledgment of services rendered.

The collapse of the Soviet Union was not the simple triumph of freedom over tyranny. It was the culmination of a long, patient, and brilliantly ruthless covert operation. It was the victory of the "Angleton-Maxwell Protocol," a plot that identified the internal fractures in the Soviet system and expertly widened them until the entire edifice crumbled. The men who believed they were reforming their country were, in fact, being skillfully managed by an asset of a foreign intelligence service, who reported to handlers whose goal was its utter destruction. The thousands who voted to preserve their Union in 1991 were not heard, because a more powerful, hidden hand was already guiding the levers of history.
