This is because Social Democracy and Fascism serve the same role in society, which is anti-Communism. Social Democracy is just anti-communism in times of stability, while fascism is anti-Communism in times of crisis.
On a personal level, the only substantive difference between a Social Democrat and a Fascist is courage. Fascists have the guts to actually, physically create the world they want to see while Social Democrats are content to sit meekly on the sidelines and shake their fists in impotent rage.
Regardless, it is the duty of Communists to oppose all reaction by any means necessary, and this includes Social Democracy, which is probably more dangerous than outright fascism in the first place because it can hide behind it's civility and national pacifism to trick the workers into supporting it at the expense of the planet and everyone else alive.
