This for the reason that Kim Jong Il's & Kim Jong Un's NK is but a shadow of Kim Il Sung's NK economically and ideologically speaking. During Sung's reign NK was a power house of industrial production and exported large quantities of steel and natural resources. This was made possible with previous investments into heavy industry by - if my memory serves - their Japanese occupiers (North Korea being naturally poor in fertile, arable soil, but plentiful in mountains that have coal and minerals), as well as cheap gas and oil imports from Soviet Russia. When Soviet Russia started to become crippled by its internal contradictions that ran it into financial troubles, they had to hike up the oil prices, which devastated NK's heavy industry sector. They also (for some reason) began overlooking their machinery upgrades starting in around the 60s, which caused them to be uncompetetive in comparison to other steel producing countries. All this culminated in a systematic, progressive shutdown of their economy, which ground their primary economic sectors into a halt, because their backbone were in heavy industry (this is also why, although NK has huge asphalt roads, there are hardly any cars to be seen; in previous decades it was on par with European countries where almost every house owned a car). The result is the current NK which relies on shadow work (like exporting workers who are essentially slave workers into foreign countries, like Poland to build ships at neck-breaking prices, narcotics, and cyber crime). Socially, in its peak, NK had the famous free housing and centralized food distribution systems which covered all people. When their economic backbone was shattered, the centralized food system collapsed and the local grass-roots capitalist trading practices emerged. Such a thing was banned previously, but now, under Un they have decided to tolerate it and overlook such violations. Basically, they have had to abandon some of their hard-liner communist stances, although still preserving the core ethos of Juche Socialism, which boils down to economic autarky. As for the actual political system, I'm not 100% sure whether the point originally was to erect a dynastically inherited dictatorship, seeing as NK also has a one party system where the members supposedly are free to vote and deliberate on policies, in addition to an intellectual elite who are there to ensure that the whole nation is adhering to Communist tenets, but it de facto turned into a monarchical system where one family has always ruled, passing their position down to their oldest son (that is, unless the younger brother ends up purging the older one first).
