normal circumstances the Bourgeois state can avoid bending to the whims of any individual politician, these aren't normal circumstances and through sheer shamelessness, Trump can act in a way normal politicians can't.
To use a comparable example: there are certain rules when you go to a grocery store, like you've got to pay for your groceries and (in Cali at least) you have to pay for your bags. Now these rules are mandatory unless you throw a big enough fit. I've seen homeless dudes walk out with free booze because they start screaming at the register and throwing a tantrum and the manager just wants to get them out of there, and I've had Karens who refuse bags for their shopping cart full of groceries because "I don't pay for bags out of principle" then throw a fit when you don't give them bags for free, they throw enough of a fit and management just gives them the bags to get them out of there.
The specter of rules and laws is enough for most people, but people with malignant personality disorders can get around them through constant escalation until people decide it just isn't worth it. Its why libs freak out so much about "norms" because Trump's revealing firsthand that its simply an illusion, you can bulldoze through them and no one will stop you. Trump's whole life and his personal ethos is based around this concept: that you can always escalate beyond the people trying to impose something on you and "win" because of it. I think "The Art of The Deal" basically has a section where he talks about demanding a lower price on anything you're buying and just being obstinate enough that people give in. The guy never pays anyone who works for him, not even his lawyers!
This isn't a sign of intelligence, or anything really beyond a low-cunning, but rather just his own personal animus. So the few times in which he actually suffers consequences and loses or what have you, he holds a grudge and constantly seeks to undermine it. Its like that Simpsons bit about Homer trying to go on "strike" against the garbagemen and thinking that he's exerting some leverage as his house gets filled to the brim with trash. Its not helping him, but Trump's personality can't take that loss lying down, he can only move in one way and that's towards escalation.
Again, I see this all the time in customers. If they feel "slighted" they'll keep grudges for years; not just "I'm never shopping here" but writing longform reviews on Yelp about how "mean" everyone is to them. I had one old Boomer claim he ran a "radio show with thousands of listeners" and he's going to tell all of them about how awful my store is for not giving him free bags. Some of these people will actually go through with it. We've had the cops called on the same guy numerous times because he escalates, he makes death threats, and he keeps coming back to dredge up some old conflict.
That's Trump. He'll be talking about how he was cheated in 2020 'till he dies. There's no plan, just resentment.
