Generally, I'd say before one can act, one must make an analysis of the situation: how can one act if they don't have an idea of how to get from point A to point B through their actions?

In the precise context of this pyramid however, I think the base should indeed be organizing. Organizing the workers is the most important thing. Even if you fail to come up with the theory needed to bring Revolution to fruition, someone else won't. If the workers are organized, they will be less fallible to the predations of Capital, and more prepared for the Revolution.

Then, you figure out how to get from point A to point B, but theory is useless if you cannot put yourself in a position to make use of it. Holding the keys to the rule of the Proletariat has no use if you have no way to get to the door. And the way to put yourself in that position is via the organization of the workers.
