You have to understand that the reason exports were cheap from 1970-2020 was because of the normalization of trade with china, the de-industrialization of the USA, and the US dollar as the global reserve currency. Like AK47 said, other countries were trading with each other in dollars even when the USA wasn't involved. There was massive demand for US currency specifically, and the US controlled global finance through the IMF, the World Bank, through the SWIFT banking system based in belgium (NATO ally), through its huge network of bases, and through its tendency to CIA coup any non-nuclear-armed developing country that wanted to do protectionism, or nationalize key industries, or grow their own food, or do any kind of economic policies to the left of liberalism.
That paradigm is ending. Trump wants to switch from Free Trade and go back to GIlded Age Protectionism, but he also wants to keep the US diollar hegemony that became possible from Nixon killing the gold standard and outsourcing production to China. But if you reindustrialize, and become an economy based one exporting commodities and importing foreign currencies, you can no longer keep a hold of your currency hegemony which was rooted in leveraging military might over developing countries in order to import cheap commodities and export a currency that was in high demand.
