Kuwait says one Navy vessel targeted, 4 personnel wounded
Kuwait’s Defence Ministry says Iranian attacks targeted one vessel belonging to the Kuwaiti Naval Force, wounding four personnel.
It added that Iran launched one ballistic missile, five cruise missiles and 33 drones towards Kuwait on Tuesday, all of which were intercepted.
It said the attacks also targeted civilian infrastructure and that shrapnel fell in various locations across the country, causing material damage.

Iran effectively controlling Hormuz through different strategies
This is not for the first time that we see controversy where both sides are trying to control the Strait of Hormuz.
From the Iranian perspective, any ship or vessel transiting through the trajectory of this geostrategically significant chokepoint should be coordinating with Iran.
Iran’s Foreign Minister Araghchi says the country which should be compensated for the safety and security of commercial vessels passing through the Hormuz is Iran, not the US.
But practically speaking, we know that Iran is practising a level of authority by effectively not allowing ships to transit if there is no greenlight from the Iranians. What we have witnessed over the past few days is indicative of that.
Several oil tankers which were planning to exit or even approaching the Strait of Hormuz were stopped and even fired upon after what the IRGC called “disregarding warnings from the Iranian side”.
We also know there are mines, and Iran has maintained that the safest passage through the strait is close to the Iranian coastline. Iran’s deputy prime minister told state television that the reason behind the latest round of escalation is the new route the US tried to carve closer to the Omani side of the Hormuz. This is something Iran is not happy about, and this is creating more confrontation on the horizon.

So, assuming what I've heard is true, the reason why the war was started again was due to Iran hitting a neutral ship in the Strait. If so, why? Iran got a ton of money from the deal, they utterly humiliated the US, and had a lot of the international community behind them.
