The ongoing withdrawals stem from a U.S. pledge to release 172 million barrels from the reserve. Reuters reports that SPR inventories have dropped 104.04 million barrels since the war with Iran erupted at the end of February, measured through July 17.
The Trump administration announced the 172 million-barrel release on March 11 to counter supply disruptions caused by the conflict, which has disrupted shipping through the Strait of Hormuz โ a chokepoint through which about 20% of the world's oil transited before the war began, according to The Wall Street Journal. The U.S. release was part of a broader 400 million-barrel action coordinated by the International Energy Agency across 32 member nations.
The mechanism differs from past SPR actions: rather than an outright sale, the government is lending crude to companies that must repay the same volume with an added premium at a future date, according to S&P Global $SPGI -0.51%. Through a succession of solicitations launched from mid-March onward, the Department of Energy has contracted out more than 133 million barrels, with repayment premiums on individual deals running as high as 28% and no lower than 18%. U.S. Energy Secretary Chris Wright said in March that for every barrel released, the agency expects to receive back more than 1.2 barrels.
When commercial and SPR holdings are combined, total U.S. crude inventories stood at 726.2 million barrels as of July 10 โ down 129 million barrels and the lightest since 1984, according to Reuters.
The reserve's declining volumes have also drawn attention to its physical condition. According to S&P Global, a Government Accountability Office report released in early July found that the SPR could draw down oil at only about 61% of its originally intended rate as of December 2025, while its capacity to accept returning crude had slipped to just 56% of design specifications. "The SPR's operational capability to meet mission demands is at risk," the GAO report said. The GAO further found that the agency's $1.4 billion, decade-in-the-making Life Extension Phase 2 overhaul has repeatedly slipped behind schedule and shrunk in scope, and that no update to the Department of Energy's overarching SPR strategy has been issued in nearly a decade.
At 311.4 million barrels, the reserve remains above its statutory minimum of 252.4 million barrels, which restricts certain limited drawdowns under the Energy Policy and Conservation Act.

The cuts are a consequence of Donald Trumpโs โOne Big Beautiful Billโ enacted by Congress last year, which featured a tax cut for the wealthy and slashed more than $1 trillion over 10 years from Medicaid and the Supplemental Nutrition Assistance Program (SNAP), the official name for food stamps.
The CBPP study is based on figures reported by 19 states comprising well over half the US population, which found 2.4 million people had been cut off food stamps since last July, including 1.1 million children. Projecting this over all 50 states, the CBPP made the conservative estimate that 4 million people have been cut off SNAP, including 1.5 million children.
The figures for some of the largest states are particularly staggering. Texas led the way, as it does in many areas of political and social reaction, reducing food stamp rolls by 597,353, of whom 317,316, more than half, were children. The largest percentage decline came in Arizona, with a Democratic-controlled state government, which saw a 48 percent decline in the food stamp rolls, and 49 percent for children, with 182,058 children losing their benefits.
Other states with large numbers of children cut off benefits include California, 156,440; Louisiana, 82,064; Massachusetts, 61,647; Pennsylvania, 59,750; Ohio, 50,477; and Michigan, 41,174. The cuts were carried out by state government of both capitalist parties: 11 have Democratic governors, eight have Republicans.
A handful of large states have not yet made public their food stamp cutoffs, including Florida, New York, Illinois, Georgia and North Carolina.
There are two main mechanisms in the 2025 legislation to compel states to cut benefits. SNAP is administered by the states, but the benefits are paid by the federal Department of Agriculture. The One Big Beautiful Bill extended work requirements to older food stamp recipients, those aged 55 to 64, who were previously exempt. Workers who lose their jobs at that age have particular difficulty finding new work at a decent pay rate.
States report an โerror rateโ to the US Department of Agriculture, which measures overpayments or underpayments, primarily due to clerical errors in the administration of the program, rather than benefits paid to ineligible or fraudulent claimants. The national average error rate was 11 percent, but the 2025 bill arbitrarily requires states to lower their error rates below 6 percent by October 2027 or face penalties of up to 15 percent of the total amount of benefits paid out to their residents.
Only nine states have met the 6 percent target rate, and the vast majority of states are expected to fail to meet the Verify and correct to single space if present. their budgets. These states are moving now to eliminate people from the rolls, and several have said they will withdraw from SNAP entirely in order to avoid the penaltiesโleaving tens or hundreds of thousands of impoverished people, nearly half of them children, without any government food support.
In a detailed report on Arizona, published July 20, the New York Times interviewed several people who have been cut off food stamps by the state, including a cancer survivor who weighs only 69 pounds and is raising three grandsons, and a deaf woman who is having difficulty communicating with the state agency for lack of sign language assistance.
The article pointed to the administrative changes made in the One Big Beautiful Bill as the main contributor to the crisis, noting that it โmade the deepest cuts in SNAP history.โ The article continued: โIt expanded work rules, cut in half the federal share of administrative expenses (which could lead other states to cut caseworkers, as Arizona has) and required states with high error rates to pay up to 15 percent of benefit costs.โ
The Times did not, of course, examine the role of the Democratic Party in offering only token opposition to the Trump-backed legislation, and referred only in passing to Democratic Governor Katie Hobbs, who oversees the implementation of the cutbacks in the state of Arizona.
Agriculture Secretary Brooke Rollins has hailed the plunge in food stamp recipients as good news, presenting it as an indication that many former recipients no longer need aid because of supposed economic prosperity. But the CBPP report argues: โthose declines cannot be explained by an improvement in peopleโs economic well-being. Nationally, unemployment has remained steady, real wages declined year-over-year in April, food insecurity remained high in 2025, and grocery costs are rising.โ
More than 200 mayors, both Democrats and Republicans, issued a statement on behalf of the US Conference of Mayors asking the Senate Agriculture Committee to reconsider the SNAP cutbacks. They warned that impoverished urban areas would be devastated by the food stamp cuts and sought to have the October 2027 deadline pushed back.
A joint presentation by the CBPP and the American Academy of Pediatrics highlighted the impact of the cuts on children, who are extremely vulnerable to permanent damage from a shortage of healthy food.

To the extent that we are making policy decisions today about foregoing the opportunity to feed hungry children, we are having consequences that will haunt us going forward a generation from now, and itโs entirely avoidable.But these pleas, addressed to the same capitalist politicians who approved the cuts last year, will fall on deaf ears. Congress is now engaged in funding a massive expansion of the US military as part of Trumpโs war in Iran and the US-NATO war in Ukraine, both backed by the Democrats as well as the Republicans.
A separate report by the federal Government Accountability Office (GAO) found that the number of Amazon and gig economy workers receiving food stamps and Medicaid has skyrocketed over the past five years, with SNAP effectively serving as a subsidy for the low wages paid to workers in these superexploited occupations.
The number of Amazon workers relying on federal programs for the poor nearly tripled between February 2020 and September 2025, in part because of the huge increase in the companyโs workforce in response to the COVID pandemic. Amazon was the second-biggest employer of food stamp and Medicaid recipients, following only Walmart, the largest US employer and the largest employer of low-wage labor.
Third place on that list of shame is occupied by ride-hailing and food delivery companies operating on internet apps: Uber, Lyft, DoorDash, Grubhub and Instacart. They were actually the biggest employer of workers receiving food stamps, but in third place in employing Medicaid recipients, a much larger group.
Other companies with large numbers of food stamp or Medicaid recipients in their workforce included McDonaldโs, FedEx, Dollar Tree and Dollar General.
The GAO report consolidates figures from 11 states, with about 20 percent of the US population, and then projects the results nationally.

โChinaโs Top AI Event Delivers Message to the U.S.: Weโre Coming for You,โ ran the Journalโs headline from Shanghai. Anthropicโs head of national security policy, Tarun Chhabra, said only last week that the American lead would have run 12 to 18 months had Chinese firms not trained their models on the outputs of American systems. The lead is now measured in weeks: Only Claude Fable 5 and GPT-5.6 Sol, released in June and July, still rank above Kimi K3.
What has provoked the crisis is the openness of the new models. Both are โopen weightโ: Moonshot will publish the full weights of Kimi K3 by July 27, with Alibaba promising the same. Once the weights are released, anyone can download, inspect, modify and run them on their own hardware, owing nothing to the American AI corporations.
The entire aim of the American AI industry has been to monetize and monopolize this technology. The hundreds of billions invested and the trillions projected for data centers rest on the premise that frontier artificial intelligence will remain a scarce, monopolized commodity from which a handful of corporations extract rents. If the highest-quality AI models can be freely reproduced, their price must fall toward the basic cost of the electricity and silicon needed to run them. What evaporates is the rent, and the rent is all that sustains the valuations of OpenAI and Anthropic, both of which are preparing public stock offerings.
Investorsโ faith that the American companies would keep their hold on the frontier, the Journal writes, โhas been at the heart of the boom, helping to justify trillions of dollars in spending on infrastructure.โ Yet the entire edifice is unprofitable. According to figures compiled from SEC filings and earnings reports, the major American technology companies have poured roughly $1.4 trillion into AI against roughly $700 billion in cumulative revenue, and only Nvidia, which sells the hardware the others burn through, operates in the black.
AI-linked stocks now account for a record 45 percent of the market capitalization of the S&P 500 and have supplied roughly three-quarters of the indexโs returns over the past three years. Excluding AI, the American stock market has barely risen at all: Virtually its entire advance in recent years has been a bet on the permanence of the AI monopolyโa colossal mass of fictitious capital, paper claims on future monopoly profits that the arrival of comparable open models is now rendering worthless.
The AI bubble can burst at any moment, and the events of the past week indicate that the moment may come sooner rather than later. On Friday the Nasdaq fell 1.4 percent, leaving it roughly 6 percent below the record it set six weeks ago, while the Philadelphia Semiconductor Index completed its worst week in more than 15 months, down 12.5 percent. Whether the present slide marks the onset of the collapse or merely another tremor cannot be foretold.
Rarely do the defenders of private property state their case so frankly as Dean Ball, a former Trump administration official who is now OpenAIโs โhead of strategic futures.โ A world dominated by open-weight models, Ball declared on X, would amount to โfull AI communism,โ in which artificial intelligence would cease to be โa market productโ and become instead a โpublic goodโ provided by the state, a prospect he denounced as a โdystopian hellscape.โ
The statement is an inadvertent confession. What terrifies the AI oligarchs is that artificial intelligence will slip the leash of private ownership and become what it is already in essence: a social product, created from the knowledge, language, and labor of all mankind, and belonging by right to all mankind.
This is why the oligarchs now seek to criminalize open-weight models, a campaign that is already well advanced. Security officials in the Trump administration, the Journal and Axios report, have weighed trade blacklists, federal security warnings and an executive order targeting open-weight models, with internal disagreement so far preventing action. The rise of Kimi has revived these efforts, and the national security faction appears to be ascendant. Short of a formal ban, procurement rules and public pressure campaigns are being prepared to drive American companies and engineers off the Chinese models, which they have adopted as cheaper and nearly as good. The aim is to force them back onto American companiesโ models in order to prop up their valuations.
The state has already exercised this power against an American firm. In June, a Commerce Department export directive forced Anthropic to withdraw Claude Fable 5, its most powerful model, for 19 days, demonstrating that the capitalist state will assert direct control over this technology whoever owns it.
The hypocrisy of these maneuvers is boundless: American imperialism has spent decades accusing its rivals of unfair trade practices and state subsidies, from steel to aerospace, yet the American AI corporations are themselves creatures of the state, built on decades of publicly funded research and fattened on federal contracts, chip subsidies and tax abatements. Sam Altman, Dario Amodei and Demis Hassabis, who head OpenAI, Anthropic and Googleโs DeepMind, built their fortunes on the mythology of the untrammeled free market and now clamor for heavy-handed state intervention against competitors they cannot defeat. The Trump administration, a government of oligarchs, will shape whatever measures emerge to loot the public and enrich the financial aristocracy.
Despite severe overcrowding and rising death totals, ICE continues to pack immigrants in holding cells, concentration camps
At least 53 immigrants have died in the custody of Immigration and Customs Enforcement (ICE) since Donald Trump returned to the White House 18 months ago, an unprecedented death toll produced by the deliberate overcrowding of holding cells and detention centers, the denial of medical care and the transformation of immigration detention into a sprawling system of for-profit concentration camps.
Fifty-two of the deaths occurred during the administrationโs first 500 days, according to a June report by Human Rights Watch and Physicians for Human Rights. The organizations found that the mortality rate in ICE custody has more than doubled since Trumpโs return and is now nearly four times what it was under the Biden administration.
Since the reportโs June 4 cutoff, 45-year-old Venezuelan immigrant Jesรบs Manuel Arenas-Silva died while being transported between ICE detention centers in Georgia. His family said immigration officials had repeatedly denied him necessary medication. He was the 22nd immigrant reported dead in ICE custody during the first seven months of 2026.
The deadly conditions documented by Human Rights Watch are not confined to the network of massive detention centers and private prisons. A Washington Post investigation published Wednesday revealed that the Trump administration is also cramming thousands of immigrants into temporary holding rooms wholly unequipped for prolonged detention.
The report is based on records supplied by ICE to the Deportation Data Project, a research initiative at the University of California, Berkeley and the University of California, Los Angeles. The data show that the average number of people confined in ICEโs 177 temporary holding rooms skyrocketed from fewer than 500 under the Biden administration to more than 1,500 in 2026.
These rooms were designed to hold people for only a few hours while they are processed. Workers and their family members are now being imprisoned in them for days or even weeks.
Conditions inside are predictably abhorrent. The rooms have no showers, forcing detainees to languish in filth for days on end. They have no beds. Those imprisoned in what are essentially windowless rooms furnished only with benches must sleep sitting upright, often with nothing more than a foil blanket.
Leaked cellphone footage from 26 Federal Plaza in New York City showed dozens of men crammed into a room containing only three toilets. Based on the footage and statements from detainees, the Post estimated that during the first four days of June 2025, the population of one holding room jumped from approximately eight people to 86. The room reeked of sweat, feces and urine.
In court filings and public statements, former detainees have described lack of medical care and substandard or nonexistent food. Even the Trump administration has admitted in court that people confined in these rooms are not always provided three meals a day.
The Post reported on Daniel Quevedo Silva, a Venezuelan immigrant who was kidnapped by ICE after leaving a court hearing at 26 Federal Plaza on June 25, 2025. He was confined for nine days with more than 70 other men in a square holding room measuring roughly 30 feet (9 meters) on each side. The cell had hard floors, concrete benches and only three metal toilets.
โThere were not enough toilets, and there were no beds; we slept on the floor. The officers gave us aluminum-type blankets, but I was freezing the entire time. โฆ I felt horrible. I did not know what was going to happen,โ Silva testified in court.
Oscar Pascual Lopez, another person held at the facility, testified in court he developed a fever while held at 26 Federal Plaza but was refused medical care. โI did not get any medical help at 26 Federal Plaza. โฆ I saw people who were sick, with a cold or the flu and stomach pains. โฆ It was clear to me that it was not possible to get medical care.โ
Emails obtained by the Post through the Freedom of Information Act reveal that ICE officials knew the conditions they were inflicting were dangerous and potentially deadly.
โWe desperately need to get some detainees out of 26 fed,โ Carla Calidonio, an ICE assistant field director, wrote in a June 14 email concerning conditions inside 26 Federal Plaza.
โWe have had multiple hospital stays this week,โ ICE Assistant Field Director Nancy Zanello wrote in a July 11 email. 26 Federal Plaza had no doctors on site and all other medical staff left the facility every night by 9:30 p.m., according to ICE.
โHopefully we donโt wait until something negative happens,โ Lige Hampton, an ICE supervisory detention and deportation officer, warned in an August 7 email.
Despite these warnings, the mass detentions continued.
The Trump administration has defended imprisoning people in rooms without adequate medical care, access to lawyers, showers or edible food by claiming that it lacks sufficient space to hold the thousands being kidnapped by its immigration Gestapo. In other words, the administration cites the scale of its own mass deportation operation as justification for subjecting its victims to conditions known to endanger their health and lives.
Following the federal occupations of Chicago, Los Angeles and Minneapolis, immigrants, and in some cases protesters, were seized by ICE thugs and confined inside federal buildings for hours or days. Family members, friends and lawyers were frequently given no information about where their loved ones or clients had been taken.
The same policy is being carried out on an even larger scale at Camp East Montana, the countryโs largest immigration concentration camp. Located on the grounds of Fort Bliss in El Paso, Texas, the camp can imprison up to 5,000 people in five so-called โsoft-sidedโ structuresโlarge canvas tents divided into cell-like pods.
A joint report issued last week by Human Rights Watch and the American Civil Liberties Union begins with the testimony of Javier C., who was interviewed at Fort Bliss in December 2025.
โI have never felt racism the way I have felt it inside this camp. When I first got here the guards told me, โWhen you get to El Paso, Texas, thereโs no going back. Youโre only getting out deported or dead.โโ
The statement expresses the backward and brutal character not only of ICE but of the Trump administration and the American ruling class it serves.
During World War II, the Democratic administration of Franklin D. Roosevelt used Fort Bliss as one of several Texas military bases for the incarceration of people of Japanese descent, along with German and Italian immigrants. In 2021, the Biden administration used the same base to detain unaccompanied children who had crossed the US-Mexico border.
Then as now, thousands were imprisoned on a military base because of their nationality or immigration status. Camp East Montana is also home to the headquarters of the U.S. Armyโs 1st Armored Division, further erasing the line between military operations abroad and police state repression within the United States.
Immigrants are forced to live for months inside canvas tents in the El Paso desert. The temperature reached 98 degrees Fahrenheit (36.6 degrees C) on Wednesday and is forecast to climb to 104 degrees (40 degrees C) on Thursday and 106 degrees (41 degrees C) Friday.
Based on interviews with detainees, Human Rights Watch and the ACLU concluded that conditions at the camp amounted to โenforced disappearance, cruel, degrading and inhuman treatment, excessive use of force including one extrajudicial killing, life-threatening medical neglect, barriers to legal representation, and coercive third-country removals.โ
In โinterview after interview,โ detainees reported being โbeaten by guards, denied necessary medical care, and prevented from contacting family members or lawyers.โ One woman was denied emergency treatment and now risks permanently losing her eyesight. Another man said guards groped his testicles while beating him and arbitrarily placed him in solitary confinement.
Detainees described overcrowded housing areas, bathrooms covered in feces and urine, and living quarters flooded with filthy water and dust. The failure to clean the pods, provide adequate ventilation or distribute basic hygiene supplies, including soap and hand sanitizer, has produced infections and other illnesses.
These conditions are deliberately employed to terrorize immigrants into abandoning their legal cases and accepting deportation. At least 50 detainees told investigators that the government used violence, threats and deception to pressure them into giving up their immigration claims. Guards threatened immigrants with indefinite imprisonment or deportation to countries where they had never lived and could face persecution, torture or death.
Between August 2025 and early March 2026, the Department of Homeland Security transferred nearly 1,350 people from Camp East Montana to Mexico, including immigrants from countries other than Mexico. Human Rights Watch documented cases in which shackled Cuban and Venezuelan immigrants were taken to the border in secret and ordered to cross without deportation orders or hearings.
One Cuban immigrant recalled being told: โYour country wonโt take you; leave now or weโll lock you up for life.โ Those who resisted were threatened with criminal charges and, in some cases, beaten by guards.
The defense of immigrants and democratic rights is therefore a class question. It cannot be entrusted to the Democratic Party, which built and funded the deportation apparatus now wielded by Trump, or to the courts and politicians responsible for legitimizing it.
Workers of the world have no country. Workers have a right to live and work in the country of their choice, with full citizenship and democratic rights. The immigration concentration camps must be abolished through the independent political mobilization of the international working class against capitalism and its historically outmoded nation-state system.

Letโs start with the plain fact that heโs doling out pardons for corporate malfeasance.
The freshest example landed just days ago. Ryan LaLone, a Michigan diesel shop owner convicted of tampering with emissions systems, received a presidential pardon and so did his actual business, Diesel Freak LLC. With the stroke of the pen, Trump erased a $750,000 penalty that LaLone and his company were facing, after the man became a cause cรฉlรจbre in MAGA world for being a purported victim of Biden-era overreach (LaLone was charged with deleting controls on vehicles that were meant to stem emissions). Now both the man and the LLC have been absolved.
Itโs important to take a beat to understand how radical this is. For the 239 years since the Constitution was ratified, the pardon has typically been understood as an act of mercy for individuals. Presidents grant clemency to people who committed crimes but are seen as deserving a reprieve, whether because their sentences were unusually harsh or their convictions were unjust. The founders saw the power as a safety valve to temper the severity of the law and, on occasion, restore domestic tranquility. They didnโt envision it as a magic wand to be waved over entire corporations, i.e. legal fictions that cannot sit in a jail cell, cannot be executed, and cannot, in any meaningful sense, be shown โmercy.โ
The precedent-shattering case came last year with a company called BitMEX, the crypto trading platform that pleaded guilty to flouting anti-money-laundering laws. When Trump took office, he axed the Biden-era crackdown on unregistered crypto exchanges, and BitMEX found itself with friends in the highest of places. The company wasted no time in currying favor, launching a swap listing tied to the $TRUMP memecoin (a business venture that personally earned the president $636 million last year), while cofounder Arthur Hayes penned a fawning essay celebrating Trumpโs embrace of meme coins. Weeks later, on March 27, 2025, Trump signed pardons for Arthur Hayes and three other former executives of the BitMEX crypto exchange. Then, in a first, he pardoned the company itself the very same week its $100 million fine came due.
Since then, Trump has extended clemency to nine companies and counting. As Bloomberg reports, the president has been wielding the pardon power in ways akin to a king granting favors to feudal landowners. His fortunate subjects span industries, from an auto supplier to a media startup to a crypto platform. In the process, almost $200 million in financial penalties (some of it intended for victims of wrongdoing) has been wiped out.

Conservative Democrat Sen. John Fetterman (Pennsylvania) has cast the deciding vote to defeat yet another Senate war powers resolution aimed at reining in the U.S.-Israeli war on Iran, just hours after the House passed a provision to do so.
The resolution, introduced by Sen. Chris Van Hollen (D-Maryland), failed to advance in a 47 to 49 vote on Thursday. The resolution would require the U.S. to withdraw from hostilities against Iran until the action was authorized by Congress. This is the 12th attempt in the Senate to pass such legislation.
โThe day after starting the Iran war, Trump said it would last โfour to five weeks.โ Itโs now been 146 days,โ said Van Hollen. โThousands of civilians have been killed. Prices are spiking again. We must end this war.โ
Fetterman, who has centered his brand around being vehemently pro-Israel, was the only Democrat to vote โno.โ If he had voted โyes,โ the vote would have ended in a tie.
Last week, Fetterman said that he would leave the Democratic Party if it moved to โofficially become the anti-Israel party.โ
โDemocrats, weโve always โ should support Israel. Thatโs our special ally, you know?โ he said. Israel, which has been pushing for war with Iran for decades, is currently sitting out as the U.S. continues bombing the country, with one Israeli government official saying that this arrangement is โbestโ for them.
Meanwhile, one Republican, Sen. Susan Collins (R-Maine), broke with the party in voting to advance the resolution. Four other Republicans did not vote: Senators Katie Britt (Alabama), Mitch McConnell (Kentucky), Lisa Murkowski (Alaska), and Ron Paul (Kentucky).
During the ceasefire in June, Sen. Bill Cassidy (R-Louisiana), Collins, Paul, and Murkowski all voted to advance a resolution to stop the war. This caused the Senate to pass the war powers legislation for the first time during the current war, in a 50 to 48 vote.
However, the White House was livid over the vote. President Donald Trump berated the Republicans who voted for the legislation, calling them โlosersโ and singling out Cassidy as a โlunatic.โ
In a stunning reversal, the Senate then voted against the legislation the next day, sinking the measure 47 to 50. Cassidy, who had previously protested the lack of briefings to Congress on the war, flipped his vote after being chewed out by Trump. Paul switched his vote to โpresent,โ saying that the โhostilities seem to be over.โ Trump then thanked Paul and Cassidy for switching their votes in a post on Truth Social.
Thursdayโs vote came just hours after the House voted to pass its own war powers resolution, 214 to 208. The resolution garnered support from 210 Democrats and four Republicans.
However, just the day before, the House also passed a bill with $73 billion in supplemental funding for the Pentagon thatโs expected to go toward the war efforts. The legislation passed 216 to 214 in a largely party line vote, with two Republicans โ Representatives Warren Davidson (Ohio) and Thomas Massie (Kentucky) โ voting โno.โ

The comments were rare coming from a sitting member of government and demonstrate Tokyoโs escalating program of remilitarization as part of the US-led war drive against China.
Speaking in an interview with the online program Genron TV, Koizumi stated, โWhile this is a difficult issue for Japan to discuss, one topic we cannot avoid is nuclear weapons.โ These comments came shortly before the far-right defense minister headed to Europe. He cited both France and Finland as examples to emulate as Paris plans to boost its nuclear arsenal while Helsinki recently lifted a ban on the deployment of NATO nuclear weapons to the country.
Koizumi presented the issue of hosting or acquiring nuclear weapons in Japanโthe only country to suffer from atomic bomb attacksโas a necessary one in case of an โemergency.โ He added: โConsidering this, I believe we must make even greater efforts to explain that the security environment in which Japan finds itself requires us to approach every policy with a strong sense of crisis, discussing and advancing them without any taboos.โ
Since the eruption of the US/NATO-stoked war in Ukraine against Russia, Tokyo has regularly declared that โUkraine today could be East Asia tomorrow,โ accusing China of planning an attack on Taiwan as a pretext for Japanโs rapid remilitarization.
However, neither Washingtonโs nuclear arsenal nor Japanโs nuclear ambitions has anything to do with defense. US President Trump has reportedly asked if using low-yield nuclear weapons against Iran โwas doable.โ In the event of war with China, the US would no doubt resort to these weapons, making Japan a potential staging ground for such attacks.
The deployment of nuclear weapons to Japan would further destabilize the Indo-Pacific region, no doubt leading to a broader arms race and the even greater danger of a nuclear war.
Responding to Koizumiโs remarks, Chinese foreign ministry spokesman Lin Jian stated on Monday, โIf the Japanese authorities stick to their miscalculation on the nuclear issue, push to revise the three non-nuclear principles, and deploy alliesโ nuclear weapons in Japan, they not only gravely challenge the postwar international order and the international nuclear non-proliferation regime, but also breach the commitment to peace, defy what the Japanese people want, and will eventually pay a heavy price for it.
Both Washington and Tokyo have goaded Beijing for years over Taiwan, regularly challenging the One China policy, whether by dispatching high-level diplomatic missions, sending naval warships through the Taiwan Strait, or backing pro-independence sentiment on the island. Beijing is extremely sensitive to the issue, fully conscious that if Taiwan were to declare independence, it would set a precedent for the future carve-up of Chinese territory while providing the imperialist powers with a military base against the mainland.
Countries around the worldโincluding the US and Japanโhave adhered to the One China policy for decades, acknowledging that Taiwan is a part of China. Doing so was the basis on which Washington established formal relations with Beijing in 1979 as it sought to exploit both cheap Chinese labour and tensions between Beijing and Moscow.
Last November, far-right Prime Minister Sanae Takaichi provocatively declared that an โemergencyโ on Taiwan would constitute a โsurvival-threatening situationโ for Japanโthe legal justification needed for war against China in the name of supposed โself-defense.โ
In the short term, the most likely scenario would be for Tokyo to host US nuclear weapons on Japanese soil. However, Tokyo has no intention of simply being Washingtonโs junior partner. Rather, allowing the US to openly base nuclear weapons in Japan would set a precedent for Tokyo to go further, establishing its own nuclear arsenal. Tokyo has a stockpile of at least 8,000 kilograms of weapons-grade plutonium, enough to make 1,600 nuclear weapons. Other estimates of Japanโs stockpiles are considerably higher.
With its own nuclear weapons, Japanese imperialism would be more capable of asserting its own economic and strategic interests, including at the expense of the US, as it seeks to re-establish itself as the primary power in the region.
Koizumiโs recent comments are meant to cover up Japanโs nuclear ambitions while stoking fears in the public over China to justify war. Since coming to power in October, Takaichi and other figures in her government have hinted at revising Japanโs โthree non-nuclear principles,โ which state Japan will not possess, produce, or allow nuclear weapons on its territory.
The three non-nuclear principles were first outlined in 1967, but are not legally binding and have been violated in the past. In 2024, Professor Emeritus Takashi Shinobu at Nihon University revealed documents showing that during negotiations between 1958 and 1960 to revise the US-Japan security treaty, Japan agreed to secretly allow US warships carrying nuclear weapons to dock at Japanese ports without consulting the Japanese government.
A 1969 memorandum declassified by the US in 2017 also showed that Tokyo agreed to allow Washington to bring nuclear weapons into Okinawa on a so-called โemergency basisโ as a condition for the return of the province to Japan in 1972.
On July 6, Takaichi stated in response to a question on reviewing the โthree non-nuclear principlesโ in the revision of three major military documents this year that she would โcertainly bring all issues to the table for discussion.โ In December, an unnamed government official also stated publicly that Japan needed nuclear weapons, according to public broadcaster NHK.
Japan plans to amend the three key military documents in question by the end of 2026, a year earlier than initially planned. The three documents were revised in 2022 and outlined a plan to double military spending to two percent of GDP by 2027. The Takaichi government passed a supplementary budget that reached that target at the end of last year. Future spending could be even higher as the government cites pledges by NATO countries and South Korea to spend 3.5 percent as models to follow.
Calls for nuclear weapons in Japan are not new. Former Prime Minister Shinzo Abe declared in February 2022, for example, that Tokyo should follow in the footsteps of European countries and host US nuclear weapons. The cautious nature of these proposals, couched in the language of โhaving a discussion,โ is the result of widespread opposition in the working class. In an April survey by the Asahi Shimbun, 75 percent of people opposed any alterations to Japanโs three non-nuclear policies. In May, large protests took place to denounce Japanโs military expansion.
Having been eclipsed by China as the worldโs second largest economy, Japan is seeking to reverse its decline by all means including military. This requires not only dispensing with the ruling classโs phony adherence to โpacifism,โ but also running roughshod over the democratic rights and interests of the working class as a whole.
