Anyways, a lot of contradictory and hypocritical stuff that government administrators and politicians do is because of contradictory incentives. For politicians, specifically, they often act based on their own perception of what their odds of being re-elected are, divided by how close the next election is. So a president will try to juice the economy going into an election, or launch a fuckin war on Iran earlier in the year and aim for a knockout blow (and then fucking it up) because the inflation shock will hurt his party's chances later on.
Anyways, this changes over time. So early on with COVID you had politicians face a dilemma about whether to deal with COVID or deal with the economy, but then incentives changed later on. But that's not coherent and so people think, ah, these people must be out to hurt us or deceive us and they're hypocritical. They can be hypocritical but that's because the incentives of the political system make them that way. Or at least there's an underlying logic to it rather than just a lot of intentions and plots and events as isolated criminal acts as conspiracy theorists assert.

At least, it COULD have been, but because implementing it correctly and effectively would have meant radically restructuring US society it was disgustingly half-assed at best. I don't agree with anti-quatantine people, but I do sympathize with some criticisms of how the quarantine was carried out because it was in large part so nonsensical.
To give an example, my brother worked at a kohls at the time they were all shuttered. To get reopened, they started carrying "hand santizer" to meet the qualifications for being allowed to stay open at the time. His job got reclassified as an "essential worker" and he was forced off of unemployment and back into the store.
So yeah, a quarantine is an effective anti epidemic tool, but what most people experienced in the US wasn't a quarantine but a paid vacation for their wealthier neighbors while they had to go to work and get infected.
