A big reason why the CIA was able to easily overthrow Qasim and install the Ba'ath Party in the first place is because Qasim's dumbass had effectively neutered the communists as a political force. You have to remember that the Iraqi Communist Party was one of the most powerful party's in Iraq before Qasim began his persecution.

The communists in Afghanistan allied with Mohammad Daoud Khan in overthrowing the monarchy, maintained a presence in Daoud's government, and eventually overthrew Daoud to take power for themselves.

Anyways, the ICP was the largest party in Iraq by membership, but I don't think they had a lot of support in the army. Also, there was a lot of pressure from the USSR on the ICP to stand down because the USSR wanted detente with the US and to warm up with Nasser (they thought revolt would be self-defeating and would draw the West deeper than they already were)
