Well, the public mood is very much one of defiance and nationalism. The universal opinion is that the Americans are trying to bully us and that we shouldn't concede. If anything people want more dramatic measures implemented like closing off some of the Great Lakes canals to American shipping. Carney himself is a pretty level headed and capable leader (as far as bourgeois politicians go), but his orientation is definitely one of a partisan of the Western bloc, NATO, "rules based international order" etc. As such I don't think he's keen to sour relations with the US more than necessary, but I also don't think he's willing to let us be pushed around on this issue. Also for what it's worth, the fact that he's successfully been able to sell himself as standing up to the US has made him very popular. His political future depends on maintaining that reputation. Additionally, some kf the recent American demands were total non-starters, mainly anything that fucks with the French language. So I don't think he'll concede. He has a lot more to lose from doing so, and people are aware by this point that the US is responsible for any economic fallout.
