Actually it was Bill Clinton era that started medicinal narcotics which eventually led to recreational narcotics. In the 90's the Clinton administration used the research done by Israeli universities on the effects of marijuana as medicine. Those research papers were used in a California election to pass medicinal marijuana laws. Immediately after a bunch of states added it.
