Ethnostates rise under circumstances where your nationality isn't the majority within borders you lay claim to and desire dominance within, it's the understanding that the majority can and probably will rise against your territorial claims and authority…. unless there's no longer another nation within "your" borders, at least one that doesn't make up the majority anywhere within them.

And make no mistake, the Ukrainian language laws aren't intended as a peaceful, humanitarian attempt to integrate people into the Ukrainian nation, it is cultural genocide as evidenced by the fact the situation got very violent against civilians as soon as Eastern Ukrainians refused to be governed by Banderites and did the obvious for a majority governed by a minority and seceded.
It's also why the Banderites took shots at the Euromaidan protesters and basically have buried ambitions for EU membership under demands to join NATO. Why would Banderites want to join the EU and weaken the border between Poland and Western Ukraine?
Although unlikely, you can imagine their fear of everyone in Western Ukraine pissing off to other countries in the EU for the better economy while Poles move back into to Lvov for the now cheap housing that former Ukrainians have abandoned.
